Victor Energy is a globally operating power systems contractor that ensures efficiency, stability and adaptability to local conditions.
In 2012 Adam Budzinski, then President of Valard Construction, was assigned to develop a European business for Quanta Services (NYSE: PWR). To this end operating companies were established and teams developed in Norway, Croatia and Poland. Following Adam’s departure from Valard in August of 2019, the European operations were acquired by Java Holdings Ltd. (“Java”), an Investment and Construction company owned by the Budzinski family. The group was restructured and renamed ‘Victor Energy’. The European management, engineering, trades, and administrative staff were maintained throughout the transition and continue to operate in the business today.

Chairman
Victor serves in joint roles as CEO of Java Holdings and Chairman of its European subsidiary, Victor Energy. As founder and retired CEO of Valard Construction, Victor was responsible for ground-breaking changes in the utility contracting sector in Canada while building out one of the largest utility contracting organizations in North America. Victor’s experience is profound, from site level construction experience through to executive management. Under Victor’s leadership, Valard Construction grew to an organization that installed approximately 1,000 km of transmission line infrastructure per year. Victor is a pioneer in advancing the professionalism of power sector contracting in Canada, launching an oil & gas sector inspired safety program that predated similar customer demands by 10 years, as well as implementing extensive asset-based execution strategies that allowed for efficient project execution with lower incident rates and better schedule performance than had previously been seen in the industry. Victor is intimately engaged in the European activities of Victor Energy and is passionate about innovation in the European power sector.
Chairman/Director
Adam Budzinski serves in dual roles as VP of Operations, Europe at Java Holdings, and CEO of Victor Energy Europe. He founded the European operations of Victor Energy during his tenure as President of Valard Construction and now leads their integration with Java Holdings.
In his former role as President and CEO of Valard Construction, Adam oversaw up to 4,000 personnel executing transmission and distribution projects across Canada, Norway and Croatia. He developed a full-scope engineering, procurement and construction (EPC) contractor that delivered world-class projects throughout Canada.
Adam also served as Vice President and later as President of the Canada Area for Quanta Services’ Electrical Power Segment.
Director – North America
Alex Budzinski serves joint roles as VP Operations, North America at Java Holdings and Director, North America for Victor Energy. Alex has over 20 years of experience in utility construction, with a specialty in deep foundation construction. This experience includes leading major projects from bid and design through to execution and closeout. During his tenure at the Valard Group of Companies, he held roles including Construction Manager and Project Manager, being responsible for major subcontractors, crews, and client interface. He was responsible for electrical, structural and civil scopes for over 13 projects including Eastern Alberta Transmission Line, Fort McMurray West 500kV and Muskrat Falls AC and DC Transmission Lines. Alex transitioned from his site roles into the office as the Lead Estimator – Transmission, where he rounded out his experience to include budgeting and execution planning for cost, schedule and quality to ensure successful future project execution. At Victor Energy, Alex is responsible for establishing vision and culture while directing day-to-day company execution in North America.
Country Manager, Poland
Błażej has been involved in business development and the implementation of technical and business solutions in the field of energy and utility construction for over 15 years. An expert in the field of project administration, claims management as well as in obtaining and implementing international procurements, Błażej operates as the position of Vice-chairman of the committee of the Polish Association of Construction Employers (PZPB) associating Polish contractors from the power industry since 2019. Błażej has been with Victor Energy (previously Valard Polska) since its inception in 2018. A mathematician among energy specialists, Błażej graduated from the Faculty of Mathematics, Informatics and Mechanics of the University of Warsaw.
Chief Operating Officer, Poland
Paweł has been present in the construction industry for over 22 years. Within his broad range of competencies, he has experience in project management and organization. He has also proved success in claims policy and budget control in many projects. Throughout his career, he has cooperated on the design and execution of metro facilities (projects value 4 125 mln PLN, 933 mln, 758 mln PLN) and cubature structures and has coordinated numerous projects across Poland in structural and geotechnical branch. He joined Victor Energy in 2022 as Project Manager and soon the Director of Project Execution. Since June 2024, he started new role in company as the Chief Operating Officer, focusing primarily on resource management, overseeing company processes, budget control, and project performance monitoring. Paweł completed, among others, studies at the Warsaw University of Technology in the Faculty of Civil Engineering, the Warsaw School of Economics in Project Management, and an Executive MBA at the French Institute of Management.
Commercial Director, Poland
Andrzej has been involved in the power industry for 29 years. His extensive professional experience includes management of the production, marketing, and offers preparing. He has been with Victor Energy since its inception. Throughout his career, he has handled many key aspects essential for the company’s operations, such as liaising with the industry, securing market support, and coordinating the tender process. Currently, as the Commercial Director, he is broadly involved in procurement. Andrzej graduated from the Warsaw University of Technology with a degree in Electrical Energy Processing and Utilization and also completed postgraduate studies in management at the Military University of Technology in Warsaw.
Tenders Director, Poland
Bogdan is an expert in designing primary circuits of substations and managing the process of designing substations. He is also authorized to manage construction works in the field of electrical networks and installations. Additionally, he specializes in project management, for which he has an IPMA Certificate. He has been working in the industry for over 38 years. Bogdan participated in and supervised dozens of substations projects, including the largest transmission system facilities such as Mikułowa, Krajnik, Wielopole, Byczyna, Skawina and Mory. Bogdan joined the Victor Energy team in July 2021. Currently, as Tender Director, he is responsible for organizing the tender process, analysis, verification and review of tender documentation. Additionally, he verifies requests for proposals and their content and prepares the final version of the offer. Bogdan’s experience includes work in designing and supervising the design processes of high and medium voltage substations. Bogdan graduated from Cracow University of Technology, specializing in Electrical Engineering. He also completed numerous trainings in the field of: project management, team management and negotiations.
Technical Director, Poland
Robert has been in the industry for over 31 years. His expertise, besides project management, includes fields related to power stations, particularly architecture and construction, high and low voltage equipment, power protection automation, control and monitoring systems for stations, telecommunications, and technical security systems for facilities. Robert has been with Victor Energy since 2020 and currently, as the Technical Director, he is responsible for overseeing the preparation of bids and ensuring that these bids and the execution of contracts comply with European norms and the technical standards of clients. Throughout his career, Robert has completed several training courses in project management and management within organizations, organized by George Washington University in cooperation with the Management Institute. He is a graduate of the Faculty of Electrical Engineering, Automation, and Electronics at the AGH University of Science and Technology in Krakow.
Managing Director, Croatia
With over 25 years of experience in power engineering, Mirko specializes in transmission lines, substations up to 400 kV, and infrastructure systems, including distribution networks. His expertise includes bidding, contracting, and executing complex utility power projects, with a focus on high-voltage systems and energy infrastructure.
He began his career as a site and laboratory testing engineer at the Institute of Electric Power and Utility in Zagreb. His career has since progressed through key roles at Dalekovod, Siemens, Valard Zagreb, and Victor Energy, including Head of the Substation Department and Sales Manager. He is currently the Managing Director of Victor Energy d.o.o.
Mirko’s professional experience spans multiple European countries, including Norway, Sweden, Germany, Albania, Montenegro, North Macedonia, Bosnia and Herzegovina, and Croatia. He has worked extensively on bidding, contracting, and project implementation, developing a deep understanding of regional and technical challenges.
He holds a Master’s degree in Electrical Power Engineering from the Faculty of Electrical Engineering and Computing at the University of Zagreb, in addition to certifications in project management and a professional licensure exam in Croatia.
Management System Manager, Croatia
Milan has over 25 years of experience in quality control, testing, environmental protection, occupational safety and health on projects in the areas of production and construction of transmission lines, substations, telecommunication towers and other associated electronic infrastructure. He joined Victor Energy (formerly Valard Zagreb) in 2015. Milan is responsible for the establishment, implementation, and maintenance of our quality management system according to ISO 9001, environmental management system according to ISO 14001 and occupational health and safety management system according to ISO 45001 for the Victor Energy Group in Europe, including support, supervision, testing and equipment takeovers at the project level. Milan graduated from the Faculty of Mechanical Engineering and Naval Architecture, University of Zagreb, and is an authorized construction manager of the mechanical engineering profession. In addition, he has received training in the field of management systems ISO 9001, ISO 14001, ISO 45001, ISO/IEC 17025 as a lead assessor.
Chief Financial Officer, Croatia
Danijela has over 10 years of experience in finance and accounting in the public and private sectors. Prior to joining Victor Energy, Danijela was Accounting Manager at an accounting agency where she managed accounting and reporting for several international companies. She was also a Teaching Assistant at the Faculty of Economics and Business of the University of Split where she assists in the accounting and finance department. She joined Victor Energy (formerly Valard Zagreb) in 2016. Danijela is responsible for all Finance, Accounting, and Treasury functions for the Victor Energy group. Danijela graduated from the University of Economics and Business in Osijek and then achieved her Certified Accountant Designation at the Croatian Accountants Association in Zagreb.
Country Manager Scandinavia, Sweden
Chief Financial Officer, Sweden
Tomas has been dedicated to the transmission industry for more than 20 years. He started his career at ABB (nowadays Hitachi Energy) within the power transformer business as a Financial Controller Manager and Area Sales Manager with responsibility for the Middle East, South Africa and East Asia. Later on, he took on the role as CFO for a Capacitor business with focus on restructuring a factory. During his last years at Hitachi Energy, he built up a Tender Controlling department at their HVDC business.
Tomas joined Victor Energy in 2022 as CFO for our European Business. In addition, he also took on the responsibility as CFO for Swedish and Norwegian entities. In 2023 he started to build and expand the Swedish organization.
Tomas graduated from Jönköping International Business School with a bachelor’s degree in economics. Furthermore, he has a high school engineering degree in transmission and studied at Yokohama National University.
Country Manager, Norway
Stein brings over 40 years of comprehensive experience in the electrical industry, combining strong technical expertise with proven business leadership across high voltage projects and electrical contracting operations. His career spans roles from apprentice electrician to senior management positions, with particular expertise in high voltage transmission lines and substation projects for major utilities including Statnett.
Stein joined Victor Energy AS in 2025 where he oversees operations in Norway and serves as Electrical Safety Coordinator for major transmission projects including the Surna-Viklandet project for Statnett, involving a new 420kV line spanning approximately 43km
with 124 towers. Prior to this role, he assisted as Electrical Safety Coordinator for the Søråsen-Barsebeck 400kV project in Sweden.
Throughout his career, Stein has held numerous senior leadership positions including Managing Director and Technical Manager roles at Innlandet Elektro AS, OneCo Elektro AS, HVEC AS, and Valard Norway AS, which he established in 2013 specializing in high voltage transmission lines for Statnett ranging from 132kV to 420kV.
Stein holds an engineering degree in electrical power technology from Gjøvik Engineering College.
Head of Department – Low Voltage, Norway
Mats brings over 15 years of comprehensive experience in the electrical industry. His career demonstrates a strong foundation in hands-on electrical work combined with management and business leadership capabilities across various electrical contracting companies.
Mats joined Victor Energy in 2025 as Head of Department Low Voltage, where he leads the low voltage operations. Prior to joining Victor Energy, he served as Managing Director at Innlandet Elektro AS from 2023 to 2025, where he was responsible for overall business
operations and strategic direction. From 2020 to 2023, he held the position of Service Manager at Innlandet Elektro AS, overseeing service operations and client relationships.
Mats built his career through electrician and technician roles from 2009 to 2016 before progressing to supervisory and management positions at HVEC AS and OneCo Elektro AS between 2017 and 2020.
Head of Department – High Voltage, Norway
Steffen is an experienced energy and electrical technician with solid leadership experience from high voltage projects up to 420 kV both domestically and internationally. He has comprehensive responsibility for projects including calculation, construction management and handover in major contracting operations. With very strong technical competence, good contract understanding and knowledge of Norwegian Standards, Steffen brings valuable expertise to complex infrastructure projects.
Steffen joined Victor Energy in August 2024, bringing experience from his previous role at Sitepartner AS (2017–2024), where he managed substation projects for GE, with responsibility for planning, coordination, and quality control. From 2015 to 2017, he worked at Infratek AS as Site Manager and Calculator, overseeing line projects ranging from 47kV to 420kV. His earlier career includes, amongst others, positions at Valard Norway AS as Construction Manager and Safety Coordinator on 420kV projects, and J.M. Hansen AS working on projects from fiber to 22kV including specialized work at Bharati Station in Antarctica.
